Principals

Sandra H. Williams

Ms. Williams is the founding principal and President of blueskies environmental associates, inc. Ms. Williams’ area of specialization is environmental compliance and management. Her experience ranges from regulatory support in the areas of wetlands, storm water management, hazardous materials storage and storage tanks to overall environmental program development and implementation. Ms. Williams has extensive experience with the National Environmental Policy Act (NEPA) and it’s requirements, as well as Sections 401 and 404 of the Clean Water Act, the Coastal Zone Management Act, Section 106 of the National Historic Preservation Act, the National Pollutant Discharge Elimination System and reporting requirements under the Emergency Planning and Community Right-to-Know Act. She has coordinated permits with numerous state and Federal agencies, including the U.S. Army Corps of Engineers, the Federal Aviation Administration, the U.S. Department of Agriculture, the Virginia Department of Environmental Quality, the Virginia Department of Historic Resources, The Federal Highway Administration, the Federal Communications Commission and the U.S. Fish and Wildlife Service.

Ms. Williams managed the environmental program for the Richmond International Airport in Richmond, Virginia for seven years. In addition to implementing tank removals and pollution remediation, source reduction programs and wetland mitigation, she coordinated and completed environmental assessments and categorical exclusions for the expansion of the airport. Ms. Williams conceived and implemented the 50-acre shallow marsh storm water management facility for the control of pollution from surface water runoff from the airport facilities. She also coordinated the permitting, design, construction and long-term monitoring of the airport’s 250-acre mitigation bank in New Kent County, Virginia. Additionally, she developed the short-term plan and coordinated the long-term solution for the control of deicing agents at the airport. Ms. Williams is an active participant in training programs.
